Section 12. The bureau may promulgate regulations to carry out the purposes of this chapter and to assure that relocation payments are administered in a manner which is equitable and uniform; and may agree to waive with respect to any particular acquisition any provision of this chapter which would constitute a bar to federal reimbursement otherwise available with respect to any project on account of which such acquisition is proposed.
