EFFECTIVE DATE.

“(a)In General.—Except as provided in subsection (b), the provisions of this Act shall take effect on the date of the enactment of this Act [Dec. 15, 1997].“(b)Special Rule for Inclusion of Property Within Library Buildings and Grounds.—The amendment made by section 2 shall take effect upon the acquisition by the Architect of the Capitol of the property described in section 1.”
