The purposes of this chapter are—(1) to provide United States assistance for global development through the Millennium Challenge Corporation, as described in section 7703 of this title; and(2) to provide such assistance in a manner that promotes economic growth and the elimination of extreme poverty and strengthens good governance, economic freedom, and investments in people.(Pub. Pub. L. 108–199, div.
