Nothing in this division shall be construed to—(1) require the preparation of an environmental impact statement where the statement would not otherwise be required under the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.); or(2) provide any exemption from any requirement respecting the preparation of an environmental impact statement under that Act.(Pub.
