SeverabilityPub. L. 104–127, title IX, § 928, Apr. 4, 1996, 110 Stat. 1197, provided that: “If any provision of this Act [see Short Title note above] or the application thereof to any person or circumstance is held invalid, the invalidity shall not affect other provisions or applications of this Act that can be given effect without regard to the invalid provision or application, and to this end the provisions of this Act are severable.”
