2020In response to Citizens’ argument that the City did not have the authority to circumvent statute or ordinance by way of contract, the district court took a broad view of the City’s power to contract, determining that it could review the City’s contracting decisions only for “collusion” or “bad faith.” The court apparently drew this standard from Utah case law arising (continued…) 20180524-CA 18 2020 UT App 12 Wallingford v.
